国家信息安全协同治理:美国的经验与启示  

Collaborative Governance of National Information Security: a Study Based on the Case of America

摘　　要：国家信息安全牵涉政府、企业、非营利组织、公民等多方利益,而协同治理则是保护国家信息安全的整体性解决方案。美国在国家信息安全保障方面的举措较为全面,它所采取的协同治理策略对我国具有极大的借鉴意义。通过分析美国国家信息安全协同治理现状,并在归纳其经验的基础上得出,我国应在信息基础设施整合、利益协调、顶层设计方面进一步完善信息安全保护。The national information security involves multi-stakeholder such as government, enterprises, non-profit organizations, citi-zens, etc. , and collaborative governance is an integrated solution to protect the national information security. Because of the predominant performance in the field of national information security, the collaborative governance strategy adopted in America has great significance to China. Based on the analysis of the present situation of the practice of collaborative governance of national information security in Ameri-ca, the author argues that China should perfect its information security protection from three aspects, including the information infrastruc-ture integration, the interest coordination, and the top-level design.
