摘　　要：稀有金属矿产资源的长期大规模开采,引发了一系列生态破坏、环境污染和资源耗竭问题,阻碍了稀有金属矿区的经济、社会可持续发展。稀有金属矿产资源生态补偿问题在矿产资源开发补偿中具有特殊意义,本文针对稀有金属矿产资源开发行为的特殊性以及稀有金属矿产资源的稀有稀缺性、可耗竭性和不可再生性,对稀有金属矿产资源生态补偿机制建立的意义、基本原则、补偿标准、补偿资金来源等问题进行了探讨,主张重点从加快生态补偿的法律制度建设和完善生态补偿机制的具体措施两方面建立健全我国稀有金属矿产资源开发生态补偿机制。It impeded sustainable economic development, as a result of a series of problems like ecological destruction,environment pollution and resource depletion, which caused by the long-term largescale mining of rare metal mineral resources. Therefore, the eco-compensation of rare metal mineral resources has special significance. This paper discusses the ecological compensation significance, basic principles, ecological compensation standards, funding sources of ecological compensation and other issues on the basis of the emergency of the development of rare metal mineral resources and its specialties of scarcity,depletion and irrefragable. In the establishment of the ecological compensation mechanism for rare metal mineral resources exploitation, we propose that it should be taken into consideration of both the speeding up the legal system construction of ecological compensation and perfecting the measures of ecological compensation mechanism.
