摘　　要：目的:了解新型农村合作医疗监管部门和服务提供方对于"按人头支付"改革措施的观点及预期。方法:采用问卷调查和关键知情人访谈的方法,对包括社区卫生服务中心、镇合作医疗管理办公室、乡村医生在内的320名相关工作人员进行意向调查。结果:被调查者总体上对拟实施的各项改革措施持支持或肯定态度,对改革所要达到的预期成效总体上较为乐观,但各方对改革的预期判断存在一定差异。结论:实现参与各方的利益均衡是改革成败的关键。Objective To evaluate supervision department and suppliers＇ attitude and expectation to capitation reform of the new rural cooperative medical scheme （NRCMS）. Methods Intention survey was conducted and filled out by 320 relevant investigators,including directors of community health service centers, town NRCMS administrators and rural doctors, using questionnaire investigation and key insider interviews. Results Most of the respondents had positive and optimistic attitudes towards the measures to be implemented and the expecting effectiveness of the reform. However, different opinions existed in different parties. Conclusion Achieving the balance of interests of all parties involved is the key point of successful reform.
