贵州水库移民安置土地流转模式推广的可行性分析

摘　　要：为了论证贵州水库移民安置中土地流转模式的可推广性,基于贵州省政府引导与农户自主协商相结合土地流转方式的形成与实践,从法理上对贵州水库移民安置土地流转模式进行分析,进而探讨该模式与市场机制的衔接性及这种模式本身的普适性。结果表明:贵州水库移民安置土地流转模式符合新时期对移民安置工作灵活多变的要求;符合新时期移民探索新的发展路径,解决长远生计问题的需要。为了更好地适应新形势和新挑战,分别从法制层面、行政层面和实践层面提出了完善水库移民安置中土地流转模式的建议。The land transfer mode for reservoir resettlement established from formation and practice of government guidance and farmer own consultation was analyzed from the angle of the legal principle to demonstrate the promotion feasibility of the land transfer mode and discuss the adaptability and link between the land transfer mode and market mechanism in Guizhou. The results showed that the land transfer mode for reservoir resettlement accorded with the flexible demand of resettlement in new period, new development path for immigrants in new period and the needs for their long-term living. The suggestions to perfect the land transfer mode for reservoir resettlement are put forward from legal institution, administration and practical levels to adapt to new situation and challenge in reservoir resettlement.
