摘　　要：抗战时期中国共产党及时调整民众动员的政策和策略,在陕甘宁边区通过民主政治建设和社会教育运动的方式,开展了声势浩大、卓有成效的民众动员运动,共产党的各项方针政策为广大民众所支持、认同和参与,这提高了民众的政治参与意识,共产党也获得了广泛的群众基础,为抗日战争的全面的胜利打下了坚实的社会基础。During the Anti-Japanese War （1937-1945）, the Communist Party of China （CPC） timely adjusted her policies and strategies by combining the construction of democratic politics and the movement of social education through the wide successful mobilization movement by the populace in the border area of Shanxi-Gansu-Ningxia. Because of the wide populace＇s support, recognition and participation, all the guidelines and policies of the CPC enhanced the general public＇s awareness of the political participation, and gained a broad mass base, all these laying down a solid social foundation to win the victory of Anti- Japanese War.
