摘　　要：建国 5 0年来 ,我国水能资源的开发利用取得了很大的成就 ,但水能规划的对象、目标和客观条件也发生了很大的变化。因此 ,动能经济和水能规划的理论、方法也应有相应的改变。对水资源的开发利用应从“充分开发利用”转变为以可持续发展为目标 ,权衡利弊合理开发 ;强化可行性研究中的市场约束条件 ,变软约束为硬约束 ;开发程序应从自下而上 ,由近到远 ,转变为面向市场 ,及早发挥流域梯级补偿调节效益的原则进行规划、排序 ;电源点规划应从以一个流域的“点”“线”为主 ,扩展到以“面”为主 ,着重流域之间的统筹规划和区域之间的资源优化配置 ;经济评价应从以项目为中心转变为项目和企业并重等 ,以此迎接水电建设高潮的到来。Since the founding of the People's Republic of China, the development and utilization of hydropower resources in China have gained great achievements The object, goal and objective conditions of hydropower planning also have changed greatly Therefore the theory and methods of energy economy and hydropower planning should also be changed respectively The development and utilization of water resources should shift from the full development and utilization into reasonable development weighing the advantages and disadvantages and oriented to the sustainable development The market restraint conditions should be strengthened in the feasibility study in order to change soft restraint into hard one The development procedures should shift from 'the development from bottom to top and from the near to the distance' into 'the development planning and ordering oriented to the market and according to the principle of bringing the basin cascade compensation and regulation benefits into full play as soon as possible' The point planning of power sources should extended from the 'point' and 'line' of a river basin to its 'area', emphasizing on the overall planning among river basins and the resources optimization deployment among regions The economic evaluation should shift from centering on project into stressing equally on project and enterprise
