摘　　要：完善的制度体系对高校图书馆面向社会开放工作的开展具有很强的推动和保障作用。文章详细探讨了高校图书馆面向社会开放制度体系构建涉及的很多问题,包括制度供给主体、制度建设原则、制度体系构成、制度与法的关系,以及制度系统化等问题。A perfect system plays a significant role in promoting and supporting the work that the university libraries open to the society. This paper discusses the problems related with the system construction when the university libraries open to the society, which include the supply subject of the system, construction principles of the system, structure of the system, relations between system and law, and systematic system.
