摘　　要：高校教学和科研是两个相互联系的独立活动 ,学校应将他们分别放在适当的位置 ,在制订各种政策时 ,应对教师在教学和科研上有不同要求 ,促进科研与教学的有机统一 .Teaching and research activities are independent of one another, but interrelated at the same time. Therefore universities while making their policies should put them in their due position and set different requirement for the teachers regarding their task of scientific research or teaching activities. Only in this way can teaching and research be united effectively.
