制约农业银行“三农金融事业部”改革发展因素分析——以吉林省为例

摘　　要：农业银行"三农金融事业部"试点改革自2010年5月启动以来,在增强基层农业银行服务"三农"能力、激发经营活力和持续提升竞争力等方面发挥了积极作用,但在改革推进过程中总体经营策略、激励约束机制、经济资本限额管理、农村信贷环境、指标考核口径、人力资源、基层执行力等七个因素的变化,对改革试点工作产生了较为深远的影响。本文以吉林省延边州"三农事业部"改革实践为例,分析制约发展的原因及影响,以期为深入推进改革提供参考。The reform of Agriculture Finance Division of ABC started in May 2010,since then it played a positive role in many fields.However,there are some restricting factors for the further reform.This paper taking the ABC Jilin Branch as example,try to analysis the reason and the impact of the restricting factors in order to provide a reference for further reform.
