上海市人口规模和结构调控形势与对策研究

摘　　要：大城市的人口过快增长,特别是流动人口规模的急剧膨胀,给城市的公共服务、资源环境、产业升级、社会管理等都带来了挑战和压力。目前大城市外来人口继续增加的动力仍然存在,如果不采取有效措施,上海人口规模将很快突破3000万人。为了有效控制人口规模过快增长,我们建议:一是确立长期调控思想,成立市人口委员会,增强对人口调控工作的组织领导;二是住房、产业、企业、证件管理"四管齐下",确保人口调控措施见到成效;三是建立人口调控的联动机制、考核机制和激励机制,切实保障人口调控措施能执行到位。This article analyses the trend and characteristics of Shanghai population growth, and points out that the fast population growth especially the sharp expansion of floating population scale brings challenge and pressure on the public service, resources environment, industry upgrade, social management and so on, also the motility of floating population continuous growth still exists, so that Shanghai population scale will soon breakthrough 30 million if without taking effective measures. There- for, this article proposes some suggestions to control population scale with fast growth： firstly, establish long-teml regulation thought, and found Shanghai city population Committee to enhance the organization lead on population regulation work ; secondly, strengthen the four management work of housing, industry, enterprise, and documents management at the same time in order to insure the effectiveness of population regulation measure; thirdly, set up the linkage mechanism, examination mechanism and incentive mechanism of population regulation to guarantee the population regulation measures to be executive in place.
