基于农户视角的北京市集体林权制度改革评价及影响因素研究

摘　　要：基于实地问卷调查获取的227份有效样本农户数据,采用描述统计和计量分析方法,从数量上确定了农户对改革的评价及其影响因素。研究表明,80%左右农户对改革实施程序和整体满意度给予了肯定,但只有1/3的农户认同改革有利于林业增收;在改革实施程序评价方面,户主受教育水平、家庭是否有村干部、是否收到改革公开信、是否参与改革方案投票等因素具有正的显著影响;在改革对林业增收影响的评价方面,是否有非农工作具有负的显著影响,家庭商品林面积、是否有林业投入、是否了解公益林制度等因素具有正的显著影响;在改革整体评价方面,户主受教育水平、家庭人口数量、商品林面积、是否有林业投入、是否了解公益林制度、是否收到改革公开信、是否参与改革方案投票等变量具有正的显著影响。Based on 227 household data collected by field questionnaire, the paper applies descriptive statistic method and econometric analysis method to confirm farmers＇ evaluation on the reform, and its impacting factors. The result shows that about 80 percent of the sampled households indicate positive evaluation on the implementation of the reform and the reform in general, while only one third agrees that the reform plays positive role on increase of income. The evaluation result of implementation procedure of the reform is significantly and positively affected by factors of the academic degree of head of household, whether own village cadre, whether receive letter for the public, and whether participate in vote for reform plan. The result of evaluation of the in- crease of income is significantly and negatively affected by factor of whether head of household has off-farm work, and positively affected by factors of area of commercial forest, whether input in forestry, and whether be familiar with the ecological forest system. The evaluation result of the reform in general is significantly and positively affected by variables of the academic degree of head of household, population of family, area of commercial forest, whether input in forestry, whether be familiar with the ecological forest system, whether receive letter for the public, and whether participate in vote for reform plan.
