摘　　要：目的:建立稳定、规范、长效的国家基本药物制度监测评价机制,巩固、完善国家基本药物制度。方法:采用德尔菲法,对现有国家基本药物制度监测评价指标进行优化。结果:发放调查表51份,收回有效调查表41份,有效回收率为80.39%。优化后的国家基本药物制度监测指标体系由114项指标组成,可分为"概况指标""过程指标""结果指标"三大类,每类指标划分为四级,并按指标意义进一步将所有指标分作"年度指标""日常指标"。结论:初步构建了较为完善的国家基本药物制度监测评价指标体系,可为我国国家基本药物制度实施"全覆盖监测""动态监测"奠定基础。优化后的监测评价指标体系更符合实际,可操作性更强。OBJECTIVE： To establish a long-term stable and standard monitoring and evaluation mechanism for national essential Medicine System, and to further consolidate and perfect national essential medicine system. METHODS： Using Delphi method, present monitoring and evaluation index of national essential medicine system was optimized and studied to put forward essential medicine monitoring and evaluation index system. RESULTS： 51 questionnaires were sent out. 41 valid queshonnaires were col- lected with effective rate of 80.39%. Optimized monitoring and evaluation index system were composed of 114 index, which were classified as ＂general index process index result index＂. Each category index was divided into four levels, and classified as ＂annual index＂ and ＂daily index＂ according to the index significance. CONCLUSIONS： The paper establish more perfect monitoring and evaluation index system, and lay a foundation for ＂full coverage monitoring＂ and ＂dynamic monitoring＂ of national essential medicine system. Optimized index system is more practical and operable.
