摘　　要：中国天然气发展"十二五"规划对优化能源结构提出新目标,天然气使用比例将由"十一五"末的4%提升到8%。非常规天然气资源已成为中国能源供应安全保障的重要基础,它的开发将有效缓解中国环境压力,中国将成为全球重要的页岩气产业示范区。但非常规天然气产业面临如下挑战:资源还需进一步落实、政策体系需要持续健全和完善、勘探开发关键技术亟待突破、资源开发与环境保护矛盾突出、市场培育与发展存在诸多制约因素。促进非常规天然气产业发展的策略是:①建立非常规天然气产业政策法规体系;②加强非常规天然气国际合作与交流;③加强天然气产业整体规划与实施;④培育非常规天然气利用产业集群;⑤积极培养非常规天然气科技与管理拔尖人才;⑥建立天然气现货与期货交易市场。结论认为:中国非常规天然气产业处在快速发展阶段,面临着重要的战略机遇,假以时日必将展现出广阔的发展前景。A new goal was presented in the National 12th Five-Year Plan for the optimized energy structure, natural gas proportion in which will be improved to 8 % from the previous 4% by the end of last Five-Year Plan period. It is known that unconventional natural gas development may alleviate some pressure on our environment and has become another alternative gas resource so China will pos- sibly build an important demonstration industrial zone for global shale gas development. However, there are many challenges in un- conventional natural gas industry in China, such as uncertainty of such reserves, inadequate support from imperfect policies, bottle- necking technical difficulties, conflict between resource development and environment protection, restrictions in market, etc. There- fore, the following proposals were presented for stimulating unconventional natural gas development in China： to formulate support- ing policies, laws and regulations, to encourage international cooperation and communication, to strengthen overall planning and im- plementation, to cultivate utilization industrial clusters, to train more excellent talents with technical and leadership skills, and to es- tablish the spot and futures markets.It is concluded that China unconventional natural gas is developing rapidly at present and with so many opportunities, its development will have a bright future.
