摘　　要：俄共(布)执政后,沙俄旧的"官僚或农奴制等等"的政治文化传统极大地制约着苏维埃的经济发展和政治改革。无论是"农民局限性的天下?"的堪忧,还是工人阶级的小私有者旧习气,抑或是旧的政治文化劣性成分在党内的复活,都"迫"使政治文化建设成为社会主义革命的主要任务。列宁强调社会主义政治文化建设既要坚持整体性布局,又突出了各群体阶层的独特性,提出通过合作社和加强城乡文化联系"双轨"推动农民市民化改革,通过工会、清党运动、监察机构改组等推动工人、党员、国家机关政治现代化,强调文化任务的关键"只"在于无产阶级及其先锋队的文化力量。虽然这种主要靠政治手段进行的"文化革命"存在着高度政治化倾向等缺陷,但其中一系列思想和措施仍是值得我们学习和借鉴的。The old Russia traditional political culture of ＂bureaucratic or serf system and so on＂ greatly restricted Soviet Union＇s economic development and political reform after Russian communist party （Bolshevik） had grasped the state power. Whether it was ＂ the world of farmers＇ limitations？＂ or the small proprietors old habit of working class, or the resurrection of the old political culture of composition in the party, all of them ＂forced＂ Russian communist party （Bolshevik） to make political and cultural construction of the main task of the socialist revolution. Lenin emphasized the construction of socialist political culture should not only adhere to the integrity of the layout, but also highlighted the uniqueness of each group class, put forward by cooperatives and strengthen the cultural links between the urban and rural urbanization of farmers ＂dual-track＂ to promote reform through the trade unions, removing the party members＇ movement, restructuring supervision organization and other political modernization from workers, party, state organs. He emphasized the key cultural mission ＂only＂ laid in the cultural force of the proletariat and its vanguard. Although the ＂cultural revolution＂ by political means mainly existed defects such as highly politicized tendency, a series of the ideas and measures were still worthy of our learning and reference.
