摘 要:县乡公务员对县域治理、县政改革与发展问题的主观认知和情感体验是有效把握中国地方治理脉动、重构现代地方治理体系建设方略的重要窗口。问卷调查结果显示,县乡公务员高度关注县域经济发展,县乡政权的"发展型"色彩鲜明,而公共服务性彰显不足,与中央政府加快地方治理转型的宏观战略以及民众的社会需求和政治期望均存在一定程度的背离。因此,在现代治理理念的牵引下,通过变革财政管理体制与创新干部人事制度,激发县乡公务员的公共服务动机,塑造现代治理文化,最终实现地方治理的现代转型,是中国地方治理未来发展的基本趋势和战略愿景。The subjective cognition and emotional experience of civil servants on the administrative levels of county and township towards county governance, development and reform of county government are the keys to explore Chinese local governance changes and reconstruct the strategy of modern local governance system effectively. The result of questionnaires shows that civil servants on the administrative levels of county and township give high attention to the county economic development, and the county and township government remains "development-oriented". However, the public service is insufficient and it has shifted to certain extent from the macro-strategy of central government's speeding up the transition of local governance and the public's social needs and political expectations. Thus, driven by the modern governance idea, it is the basic trend and strategic vision of Chinese local governance to inspire the public service motivation of civil servants on the administrative levels of county and township and promote the modern transition of local governance through reforming the system of financial administration and innovate the cadre and personnel system.
