服务型乡镇政府建设的体制性障碍分析——以河南刘乡为个案

摘　　要：服务型乡镇政府建设是当代中国服务型政府建设的基础性环节,相关制度和体制建设是服务型乡镇政府建设的基础和保障。本文通过对河南刘乡政府建设的实证研究认为,刘乡在政府机构设置和管理体制、财政管理体制、公共产品供给决策体制、县乡关系体制、干部工资制度、乡镇人大运行体制等方面仍然存在一些有碍服务型政府建设的因素,推进服务型乡镇政府建设需要通过深化改革消除这些体制性障碍。The construction of Service-oriented township government is the fundamental aspects of service-oriented government in contemporary China. Related systems and institution is the foundation of the Service-oriented township government construction. In this paper ,Through empirical research on the construction of service-oriented township government in Liu Xiang ,Henan Province, I consider that there are some factors that hinder the construction of service-oriented government in Liu Xiang government, which exist in the system of set up and manage government agencies, financial management, public goods supply , the relationship of county and township government, cadres wage, the Operation of township People＇s Congress, and so on. We need to eliminate all institutional obstacles by deepening reform, to promote the construction of service-oriented township government.
