摘　　要：文章分析弱势群体产生信息弱势的表现和原因,研究信息保障的基本内容及其机制构建,并结合现有法制环境,分析弱势群体信息保障与知识产权冲突的实质及其存在的一致性,提出协调冲突的对策。Based on the phenomenon and reason of vulnerable groups weakness in information access, this paper makes a study on the basic content of information guarantee for vulnerable groups and the construction of their guarantee mechanism, and gives an analysis on the crux of conflicts between the information guarantee for vulnerable groups and intellectual property protection, as well as the consistency of the both, and then puts forward some suggestions on solving the conflicts.
