摘　　要：基于灰色关联法结合实证数据分析重庆电子信息产业集群综合竞争力影响程度较大的政府投资总额、区域生产总值与重庆市IT行业人均年收入等指标,结果表明,重庆市政府政策和集群所在区域经济发展对集群综合竞争力存在较大关联且为正向影响,而重庆IT业人员薪酬激励发展现状较同类地区IT业人员薪酬激励发展有一定的差距,在一定程度上制约着集群综合竞争力的提升。未来重庆电子信息产业集群发展应该在保持优势的同时,侧重改善人员薪酬激励现状,鼓励集群结构和管理方式由传统型转向具备高技术产业特色的结构和管理模式转变,尤其是在产业价值链上游积极培育和制定人才计划。从而整体提升重庆电子信息产业集群综合竞争力。Based on the grey relational analysis method, the paper analyzes the competitiveness of Chongqing electronic in- formation industry cluster from three closely related aspects： the total government investment, gross regional product and annual average income in Chongqing IT industry. The results show： the government policies and the regional economic de- velopment have great relevance and positive influence on Chongqing electronic information industry cluster competitiveness; however, there has been a certain gap between the current situation of Chongqing＇ s IT industry salary incentive status and those of similar areas, which also restricts the improvement of cluster competitiveness. In the future, the electronic informa- tion industry cluster development in Chongqing should be able to keep the advantage, focus on improving salary incentive situation, encourage cluster structure transformation from traditional type to high technology industry characteristics, espe- cially develop a talent plan in the industry value chain upstream, and finally enhance the comprehensive competitiveness of electronic information industry cluster in Chongqing.
