我国区域卫生信息化的驱动因素研究

摘　　要：目的:通过对影响区域卫生信息化的驱动因素进行研究,为我国区域卫生信息化的建设提供更好的指引。方法:采用专家咨询法,选择12位在卫生信息管理工作中具有丰富知识和经验的专家,对初选的26项区域卫生信息化驱动因素进行重要性赋分,由专家的基本的信息计算得出专家权威系数,并结合专家对26项初选的驱动因素评分得出驱动因素的重要性排序。结果:通过计算选择26项驱动因素中排名前80%的因素作为区域卫生信息化的关键因素,即国家宏观政策的推动、内部技术能力的提升、地方政府政策的推动等17项因素。结论:通过对区域卫生信息化驱动因素的研究,促使区域卫生信息化工作取得更好的进展,应采取政府主导、统一规划,以推进卫生信息化技术的应用;同时,相关管理部门应加强培训工作,以提升卫生信息化人才的技术水平和研究能力;重视信息标准化建设,并在建设过程中,应在保证投入的基础上,实施梯度建设策略,以提高建设质量。Objective：By studying the drivers which affect the regional health informatization, guide favorable factors, to avoid the risk fac- tors and to provide better guidance for the construction of regional health informatization. Methods： Using expert consultation method, select 12 experts who has extensive knowledge and experience in health information management, they mark the importance of primary 26 regional health in- formatization drivers. Through the basic information of experts, the paper can calculate expert coefficient, thereby combining the scores of 26 driv- ers, can get the importance ranking of the drivers. Results： Choose 26 drivers in the top 70% of the regional health informatization as key fac- tors, and it is 17 factors such as promoting the national macro -policy, upgrading internal technical ability, promoting local government policies and so on. Conclusion： Through learning the driving factors of regional health informatization, in order to make better progress in regional health informatization, should take steps such as government - led, unified planning ; enhancing technical capacity ; enhancing training, improving the a- bility of health informatization professionals; paying attention to information standardization; guaranteed investment.
