摘  要:当前国内公立高校人力资源管理整体上尚处于"人事工作"阶段。学者彭剑峰构建了现代人力资源管理的淘汰机制、激励机制、牵引机制和约束机制模型。公立高校"单位身份人"体制使高校教师人才市场开放性不足、激励机制坍塌且异化、大学文化与价值体系扭曲、绩效与资格考核"选择性行政"。高校人力资源管理现代性转型,基点在于建立"社会契约人"体制的教师"身份变革",这需要行政部门自上而下的推动。近年来,国内部分公立高校人事改革属于第二层次制度供给,由于缺乏基础性制度资源投入,尚不能从根本上建立起"社会契约人"体制。政府打破大学教师干部身份、停止事业单位编制供给、放松档案户籍控制等制度安排具有必要性,其与高校自身人事变革一道,构成教师"身份变革",将成为高校人力资源管理现代转型,提升大学效能、实现人才强校的基点。At present,human resources management in public universities in China is still basically the same as that in government agencies or departments,where faculty members are granted civil service status and life tenure in their jobs. According to Mr. Peng Jianfeng,modern human resources management is based on effective eliminating,stimulating,pushing and disciplinary mechanisms. Since faculty members in public universities are granted civil service status,the academic job market in China is still not open enough,lacking proper stimulating mechanism,often resulting in distorted value system and unhealthy academic culture as well as abuse of administrative discretion in teacher evaluations. To modernize human resources management in higher education institutions( HEIs) in China,it is necessary to change the status of faculty members from civil servants to contract employees. However,current personnel system reform in certain public universities in China is doomed to fail for lack of basic institutional arrangements. In fact,the government should also take action together with the schools,for instance,stopping granting civil service status to faculty members,improving academic market fluidity,so as to improve and modernize human resources management in HEIs in China.
