伊拉克战争对美国软实力的影响及其反思

摘　　要：小布什执政时期美国单边主义外交政策趋向于过度依赖其硬实力。"9·11"恐怖袭击产生的负面影响促成美国向中东输出愤怒和战争,而不是输出基于民主和人权价值观念的乐观主义和希望。小布什政府对极端分子之挑衅的过度反应损害了美国的形象和影响力,伊拉克战争造成了美国软实力的衰弱。伊拉克的民主、人权以及公民社会的发展并不来自于美国的军事实力。在美国软实力的构成中,其外交政策影响力与政治文化价值观之间存在着分裂现象。In George W.Bush Administration, American foreign policy tended to unilaterally over-rely on hard power.The effects of the September l1,2001,terrorist attacks made the US export fear and anger rather than hope and optimism underlain by the values of democracy and human rights.Bush＇s over-responding to extremists＇ provocations had damaged the image and influencing power of the United States.Iraq War has caused the decline of American soft power. Democracy,human rights,and the development of civil society in Iraq do not come from American military power. Within the American soft power, there is a split between the influence of foreign policy and the values of political culture.
