摘　　要：从中国社会保险基金增值的现状入手,认为其投资政策缺乏科学性、投资缺乏规划性、增值缺乏创新性,为确保中国保险基金的增值,应建立全国统一的社会保险基金管理和投资运营机构,改革社会保险费的筹集方法,将社会保险费改为社会保险税,改革社会保险基金投资运营模式,成立"中国社会保险基金银行"。Starting from the state quo of the added-value of social insurance fund, the author argues that now there is lack of science in investment policies, planning in investment and innovation in added-values. It is necessary to establish national unified management of social insurance, and institutions of investment operation. Reforms should be made on ways of raising social insurance funds and modes of social insurance investment operation, changing social insurance premium into social insurance tax and establishing Bank of Social Insurance Fund of China.
