摘　　要：文章构建了我国新型农村合作医疗保障水平的测量模型,运用该模型对我国当前新型农村合作医疗保障水平进行测定,计算保障水平的实际值。同时计算保障水平的上限值与下限值,以判断保障水平是否适宜。结果表明,保障水平的实际值小于其下限值,这就意味着我国当前的保障水平低于应有的保障水平。为此文章提出,可以通过加大政府和农村集体经济组织的补助资金、合理设定补偿比例、完善二次补偿方案等措施来提高我国新型农村合作医疗保障水平。The paper builds the measurement model of insurance level for new rural cooperative medical system in China, using this model to measure the current insurance level of new rural cooperative medical system in China, cah＇ulating the ac- tual value of the insurance level. Meanwhile it calculates the upper limit and lower limit of the insurance level in order to judge whether or not the insurance level is suitable. The results show that the actual value of the insurance level is less than the lower limit, it means that the current insurance level is less than the required insurance level. Based on the study, the paper puts forward that it can improve the insurance level of new nu＇al cooperative medical system in China by increasing the subsidies of government and the rural collective economic organizations, setting the reasonable compensation ratio and perfecting secondary compensation program and so on.
