摘　　要：从世界范围看,中国古代秘密警察的历史应该是最久远的。先秦时期虽无具体职官,但秘密警察已实际存在,其特点是政治密探职能的分散化和兼职化。先秦时期秘密警察活动方式大致有三种:监视型、谍报型和离间型。建立特务网,设置秘密警察,是统治者"操术"的结果。秘密警察必然成为维护专制统治的秘密耳目、私人鹰犬和制裁异己的利刃。The ancient Chinese secret police has longest history in the world. The secret police in the pre - Qin period existed although they had no specific official title. Their characteristics were dissipation and part - time duty of political spy function. Their activity ways were classified into three types： supervision, spy and alienation. Setting up spy network and secret police was the result of rulers/ruling means. The secret police were the secret means of rulers to maintain their autocratic governance.
