我国警务制度的改革与公安高等教育的发展——赴美国学习考察思考

摘　　要：赴美国学习考察期间，学习了解美国警务、教育、经济、法律、科技、管理、制度、民族、宗教等多学科知识。现代警务理论与警务实践、高等教育与人才培养值得学习借鉴。提出三点思考，即：确实用科学发展观，加快我国现代警务理论创新和警务制度改革步伐；确实用科学发展观，加快我国公安高等教育改革和警务人才培养步伐；确实用科学发展观，加快我国人力资源合理配置和能源合理开发步伐。During my visit to the U. S. A. , I＇ve studied policing, education, economy, law, technology, management, system, ethnic groups, religion and many other subjects of that country. We should leam from its modem policing theories and policing practice, as welt as the higher education and personnel training. Here are three reflections through that study tour： applying Scientific Development Concept to boost theory innovation and policing system reform; applying Scientific Development Concept to boost police higher education and personnel training; applying Scientific Development Concept to boost scientific allocation of human resource and rational resources development.
