摘 要:随着人类活动的日益加剧和自然气候的变化,全球江河水沙过程发生了重大变异,对江河治理将产生深远的影响,一些河流的治理方略需随之做相应的调整。本文在分析全球主要江河水沙变化情势的基础上,针对我国江河治理新的探索和实践,提出了从局部治理走向全河治理、通过全河水沙调控协调水沙关系、江河治理与生态环境和经济社会发展紧密结合等江河治理的新理念,试图为新时期我国江河治理提供科技支撑。Along with the increasing intensification of the human activities and the change of the natural climate,the great variations of water-sediment processes of rivers occur globally with profound impacts on river harnessing,and then the harnessing strategies for some rivers have to be adjusted accordingly.Based on the analysis of the tendency of the water-sediment variations of the main rivers in the world,some new concepts of the river harnessing,such as harnessing from local river training to the whole river governance,coordinating water-sediment relationship through water-sediment control of whole river,closely combining the river harnessing with the eco-environment and socio-economic development,etc.,are put forward herein for the new exploration and practice on the river harnessing in China,so as to provide the scientific and technical support for the river harnessing during the new period in China.
