摘　　要：党的十八届三中全会明确提出了推进法治中国建设的目标,牢固树立法治思维,坚定法律信仰,不断提升公安工作的法治化水平是公安机关面对新形势的必然选择。公安机关基层民警执法水平的高低直接决定公安机关执法能力的高低,全面提升基层民警的执法水平,不仅是保障严格、公正、文明执法的一项长期战略任务,更是实现依法治国方略的根本要求。The Third Plenary Session of the Party＇s 18th Central Committee clearly stated goal to promote the construction of rule of law in China, firmly established the thinking of rule of law, firmed law belief and constantly improved the level of public security work, which is the inevitable choice of public security organs to face the new situation. The level of grassroots police enforcement directly determines the level of enforcement capabilities in the public security organs, so to enhance the level of grassroots police enforcement is not only a long-term strategic task to protect the strict, fair and cisrilized law enforcement but also a fundamental requirement to achieve rule of law .
