摘　　要：电力调度交换系统使用的传统电路交换技术已无法满足发展智能电网的需求。文章提出杭州地区电力调度软交换系统建设方案,对其中软交换的系统定位、组网方式、IP终端接入模式、呼叫路由组织等进行了全面阐述,并确定使用行政软交换承载网作为该系统的承载网。该方案可为电力调度软交换系统的建设提供思路和建议。The traditional circuit switching technology cannot meet the development demands of smart grid. Thus, this paper puts forward a construction solution of power dispatching soft-switching system in Hangzhou, describes system objectives, the networking mode, the access mode of IP terminals, call route organization and so on in detail, and determines a network bearing mode. The solution provides a idea for the construction of the regional power dispatching soft-switch system.
