摘　　要：为了应对数字技术的冲击,著作权人转向以网络授权合同——微量许可的模式,辅以技术保护措施,来维护自己的著作权利益,却动摇了合理使用存在的基础,损害了图书馆的合理使用法权。图书馆有条件地向网络延伸合理使用权、对微量许可合同定价提出合理的主张、倡导弥补作品合理使用区域的减损,才能有效维护自己的生存与发展空间。In response to the impact of digital technology, copyright holders begin to adopt network license contract - micro consent mode, combined with the technical measures to protect their own copyright interests. However it has shaken the foundation for fair use and damaged the library legal rights of fair use. The library should conditionally extend fair use rights to the Internet, propose the reasonable pricing of micro consent contract, and advocate making up with derogation of the fair use region, in order to effectively protect their own survival and development space.
