摘　　要：普遍均等图书馆服务是我国公共文化建设的重要目标。基层公共图书馆建设因现有基础薄弱,财政投入严重不足,成为推进普遍均等公共图书馆服务体系的重点和难点。在现行行政和财政管理体制下,唯有创新公共图书馆管理体制,因地制宜选择独立建馆、图书馆联盟或总分馆制模式,才能实现普遍均等的公共图书馆服务目标。Universal library service is an important goal of the public culture construction in China. The development of public libraries is a key and difficult to promote universal equality of public library service system, and the existing foundation is weak, the serious shortage of financial input. In the present administrative and financial management system, only by the innovation of management system of public library, choice of independent hall, library alliance or main - branch library system according to local conditions, can we achieve the goal of public library service of universal and equal.
