摘 要:经过对相关政策文件和改革实践中存在问题的分析,本文认为目前行政类事业单位改革仍亟需改革观念、分类标准以及路径选择的破题,总体改革战略应该是在科学分类基础上的系统规划、分类推进,即行政执行类事业单位应以追求和实现国家整体利益和政治价值为目标,具体可分为承担行政执法与监管功能、政策研究与咨询功能的两大类组织。在改革路径上,可以选择政府机构、部门代理机构、公法行政实体,以及社会机制、国家机制或兼具二者特点等多种组织形式和运行机制。Through the analysis of relevant policies and problems in reform practices, this essay argues that, at present Adminis- trative Public Institutions Reform still needs to solve problems in conception reformation, classification standard and path choice, and meanwhile, the overall strategy should be systematic planning and classified advancement on the basis of scientific classification. That is to say, with the target achievements in the overall national interests and politi cal values, the administrative execution institutions can be divided into two types of organizations., one takes the function of administrative law enforcement and regulatory management~ the other one takes the function of policy research and consulting services. About the path of reform, they can be divided into various organizational forms such as gov- ernment organization, department agency and public administrative entity, and different mechanisms such as social mechanism, state mechanism or a joint mechanism of both.
