摘　　要：有效应对大都市突发事件要求提升突发事件的应对能力。提升大都市突发事件的应对能力要求改变政府作为单一主体的传统突发事件应对模式,引进新的大都市突发事件应对主体,建立多元共治的大都市突发事件应对模式。社会组织由于其特定的专业技术优势、沟通国家与社会的组织特性以及弹性的组织结构,在大都市突发事件应对的事前、事中和事后均能发挥有效的作用。充分发挥社会组织参与应对大都市突发事件要求建立和完善社会组织参与空间的扩充机制、参与主体的规范机制和参与能力的提升机制。It is necessary to enhance the emergency--responding ability so as to respond effectively to metropolitan emergencies. In order to enhance the metropolitan emergency--responding ability, it needs to change the traditional emergency--re- sponding mode that takes the government as the single responding subiect, introduce a new subiect to deal with the metropolitan emergencies and build a new emergency responding mode with the feature of plural subjects and mutual cooperation. Due to their specific professional and technical advantages, the organizational characteristics of communi- cation between the state and society, and the flexible organizational structure, social organizations can play an effective role in metropolitan emergency response before, during and after the metropolitan emergency. In order to fully realize the role of social organizations in metropolitan emergency response, it is necessary to build as well as perfect the mechanism to expand the participation space, regulate the participation subject and enhance the participation ability of social organizations
