中美公共政策研究的文献计量比较分析：1994-2012

摘　　要：现代公共政策学科及其研究起源于二战后的美国。在改革开放后,我国的公共政策研究也逐渐发展起来。两国当代公共政策研究之间到底有哪些异同?本文对1994—2012年期间中国和美国发表在权威公共管理研究期刊上的学术文章进行了系统的文献计量性比较分析。不仅运用描述性统计方法来直观地展示中国和美国公共政策研究的发展历程和态势,而且更多地通过非参数检验的方法来尽可能准确判断中美公共政策研究所存在的共性与差异。研究的主要发现是:彼此在研究主题、研究资助、研究方法、研究数据来源、论文结构、论文被引用率、参考文献数目等方面存在显著差异,而在作者供职机构、作者人数等方面的差异并不显著。Modern Public Policy was originated from the United States after World War II. Since the Reform and Opening Up, Public Policy has gradually developed in China. What similarities and differences are between the two countries in terms of the study of Public Policy？ This paper provides an overview and comparative bibliometrics assessment of aca- demic papers published in the prestigious journals of Public Policy research in China and the US between 1994 and 2012. We not only demonstrate the development and trend of PP research in China and the US by using descriptive statistical methods, but also utilize non--parametric test to analyze the similarities and differences between the two countries in PP study. Our analysis reveals significant differences of PP research between China and the US in research topic, research funding, research methodology, data resources, paper＇s structure, citation rate, number of references etc., while in terms of author＇s working institutions and the numbers of authors, the differences are not so significant.
