摘　　要：国际关系变动的必然性,从哲学角度看,来源于事物运动的绝对性、特殊性和事物不平衡发展的规律性;从实践角度看,来源于世界各国经济政治不平衡发展的规律性。影响国际关系变动的因素,有一般因素即生产力、经济制度、上层建筑(包括政治上层建筑和思想上层建筑)等,也有具体因素即国际分工、世界市场、国际贸易、国际信贷、国际货币体系、经济全球化和区域经济一体化等。分析国际金融和经济危机给国际关系带来的影响,针对未来一个时期国际关系大体具有的全球化加速进行、多极化迅速发展,东西双方既相互依存又相互争峰,南北差距相对缩小但绝对差距拉大,美国霸权地位开始动摇但还将进一步维持下去,欧盟与美国之间既相互竞争又相互妥协等诸多特点,揭示"一超主导、多极发展"的国际关系走向和格局。提出观察和分析国际关系既要有敏感性,又要有前瞻性和预见性。From philosophical perspective, the necessity of changes in international relations comes from the absoluteness of object motions, particularity and unbalanced development regularity. From the practice point of view, it comes from the world economic and political imbalance development regularity. The general factors influencing the change of international relations include productivity, economic system and superstructure which including political superstructure and the ideological superstructure, etc. There are specific factors including international division of labor, world market, international trade, international credit, international monetary system, economy globalization and regional economic integration. The author analyzed the impact of international financial and economic crisis for international relations, aimed the international relationship characteristics during a period in the future, which include the accelerating development of globalization and multi-polarization, the two sides of east and west are interdependent and also fight for mastery, the north-south gap is relatively narrow but absolutely widening, the American hegemony began to shake, but also will continue further, the European Union and the United States are competing with each other and compromise each other, and many other features, revealed the ＂one-dominant and muhi-poles development＂ trend and pattern of international relations, and proposed that observing and analyzing the international relations should have the sensitivity, forward-looking and foresight.
