摘　　要：公共航空运输企业是以营利为目的使用民用航空器运送旅客、行李、邮件或者货物的企业法人。公共航空运输企业是航空活动中非常重要的主体之一,也是航空运输功能的承担者。鉴于公共航空运输企业在航空运输中的重要作用,这类企业在设立时应当符合法律以及国家政策规定的条件和程序。这种企业设立时所应具备的条件与程序就是市场准入。Public air transport enterprise is enterprise entity that uses the civil aircraft carrying passengers, baggage, mail or cargo for the purpose of profit. The public air transport enterprise is one of important subject of aviation activities, also the undertaker of air transport. Because of the important effect of the public air transport enterprise in air transport, when set up, it shall be in conformity with the law and conditions and procedures stipulated in the national policies. The conditions and procedures are market access.
