摘　　要：文中从科技哲学的高度 ,对创新的概念、内涵及创新体系的模型作了阐述。在广泛调查研究的基础上、结合中西部地区矿产资源开发的实际 ,提出了一些基于创新体系的可行策略。In this paper,the conception and connotation of innovation and the model of innovation system are elaborated in accordance with the technological philosophy.On the basis of extensive investigation and combining the actuality of the exploitation of mineral resources in midwest zone,the author put forward some feasible countermeasures concerning the innovation system.
