摘 要:从2004年中央一号文件提出要探索和建立政策性农业保险制度开始,政策性农业保险各主体的利益关系就开始逐步形成。本文从政策性农业保险系统各子系统的利益关系出发,构建SAR模型,对我国政策性农业保险系统在2004~2011年间各主体利益进行了协同度评价。结论是,在考察期内我国政策性农业保险系统各主体利益的协同度低,这揭示了我国政策性农业保险系统各子系统在特定时间段内的关联并不强,表明在该时间段内我国政策性农业保险系统在宏观上仍处于低有序的发展状态中。本研究还发现,对农业保险的财政补贴在政策性农业保险系统从混沌到有序的发展过程中起着至关重要的作用。Ever since exploring and establishing the system of policy-oriented agricultural insurance was proposed in the No. 1 central government document in 2004, the relationship between various interested parties has begun to take shape gradually. The paper constructed a SAR model based on the interaction between various interested parties to the sub-agricultural insurance system, and evaluated the interest synergy of these parties during 2004 -2011. The result shows that the synergy effect between the interests of various participants was relatively low over this period of time. This reveals that the sub-systems to agricultural insurance are not strongly correlated to each other, and there- fore, during this period China' s policy-oriented agricultural insurance system is still in the development state of low order. It has also been found that financial subsidies for agricultural insurance have been important for the policy-oriented agricultural insurance system to transit from chaos to good order.
