国土资源部支持乌蒙山片区扶贫攻坚路径分析

摘　　要：国土资源部在乌蒙山片区扶贫攻坚中的成效:保障了经济发展与扶贫用地需求、改善了农村生产生活和生态环境、促进了资源优势转化、地质灾害防治有实效、指导地质环境保护促进旅游资源开发、提供了强有力的政策和人才支持。主要困难和问题:在政策、协调联动机制方面还不够完善;贫困地区国土资源管理工作尚需加强指导;扶贫调研还需要更加深入。建议:国土资源管理改革先行先试;落实差别化政策,提高倾斜政策的针对性和可操作性;推广赣南定点扶贫经验,建立"四位一体"的扶贫工作机制;发挥扶贫联系点作用,准确把握实际需求;区分不同情况,统筹研究提出支持政策措施;整合力量,协调联动,抓好政策落实。This paper introduces that in Wumengshan area, poverty alleviation has yielded results, these are： land demand for economic development and poverty alleviation has been ensured; and rural production and living and ecological environment has been improved. At the same time, the transformation of resource advantage has got promotion;and effectively preventing geological disaster. Tourist resources development has received a boost after providing directions for the protection of geological environment. Beyond that, the powerful policy and personnel has been provided. Aimed at deal with the problems such as unsound policies and the mechanism of coordination and linkage, strengthening the guidance for land and resources management in poor areas, and deeply carrying out investigation of poverty alleviation, some suggestions are offered： it is prior to carry and try the reform of land and resources management;the differentiation policy should be implemented;and the targeted and operability of preferential policy will be promoted. Furthermore, the experience of the ifxed-point poverty alleviation should be spread;and the four-in-one mechanism of poverty alleviation must be built. In addition, playing the role of anti-poverty linkages and accurately grasping the actual demand;studying and putting forward policies and measures according to the different circumstances;as well conforming faculty and effective coordination and paying special attention to the policy implementation.
