关于强化河道采砂管理的初步探讨

摘　　要：我国当前河道采砂管理中存在法规制度不完善、管理体系不健全、宏观规划管理薄弱、审批出让程序及过程不透明、生态保护与环境治理滞后等突出问题。政策建议:建立健全法律制度,依法依规管理;健全管理体系,明确管理职责;科学制定权威的河道采砂规划并严格执行;实行公开出让制度,规范河道采砂管理审批;加强动态巡查,规范河道采砂行为,及时发现安全隐患;严格执行环境治理保证金制度,完善环境治理责任机制。This paper points out that there are poor systems and laws, imperfect management system, weak macro planning management, non-transparent procedures and process of examination and approval of transfer, and lag ecological protection and environmental governance in the management of sand excavation. Given this, this paper gives some policy suggestions, these include：the management should be in accordance with the laws and the rules based on sound legal system. Meanwhile, we should clarify the responsibilities, make a scientiifc and authoritative sand extraction planning and strictly enforce it, implement public transfer system, and regulate management approval. Moreover, we will also make great efforts on dynamic inspection and sand mining behavior so as to ifnd hidden dangers timely;strictly implement the margin system of environmental governance, and improve the responsibility mechanism of environmental management.
