摘　　要：回顾安哥拉洛比托港规划和一期工程的设计过程,总结项目实施采用的策划模式和在一期工程设计中遇到的主要难点及解决方案,系统介绍"以规划为龙头、以设计为依托"的海外港口项目建设模式为中国工程设计单位参与类似海外项目提供借鉴。This article reviews the process of planning of Port Lobito and designing of Phase I project, summarizes the project implementation models, main difficulties encountered during the engineering design and relative solutions, and introduces systematically the overseas project mode which is initiated by the master plan and based on the design. The experience may serve as reference for Chinese companies to participate in other similar oversea projects.
