摘　　要：本文概述了国家档案馆政府信息公开服务从创新的服务方式到法定的服务职能的演进过程,分析了此项服务当前面临的收集难、利用者不足的困局,及其深层次原因:行政机关信息公开工作日趋完善所带来的服务环境的巨大变化和信息公开服务理念、传输机制、信息需求、服务能力方面的欠缺,并提出了应变之策:建立馆藏档案信息服务与政府信息公开服务融合、合作共赢的"一站式"的服务模式。This article outlines that how the government information public services of the state archives ad-ministration evolve from innovative service modes to legal service functions. And it analyzes the current-facing dilemmas of difficulties in collection and deficient users, and the deep reasons for these dilemmas, which include two main aspects, one is the tremendous changes of service environment with the gradually development of information public service work by administrative organs, and the other is that lacking of information public service concepts, information transport mechanisms, information requirements and service capabilities. At last, the article proposes measures that establishing a win-win and ＂one-stop＂ service mode to integrate archives information service and government information public service.
