推进国家治理体系与国家治理能力现代化

摘　　要：中国推进国家治理体系与国家治理能力现代化的目的是完善和发展中国特色社会主义制度。国家治理体系指的是在党领导下管理国家的制度体系和各领域体制机制、法律法规相互协调,日趋合理;国家治理能力则是运用国家制度管理社会各方面事务的能力。推进国家治理体系现代化,就是要适应时代变化,通过改革和完善体制机制、法律法规,促进各项制度日趋科学完善,实现国家治理制度化、规范化、程序化。推进国家治理能力现代化,就是要不断适应社会主义现代化建设需要,增强依法按照制度治国理政的本领,把各方面制度优势转化为管理国家的能力与水平。为了实现国家治理体系和国家治理能力的现代化,应当从以下几个方面着手:加强党的领导,转变党治国理政的方式;注重国家治理的法制化和制度化,明确各治理主体的责任;发挥党和政府的引导功能,培育各治理主体按制度办事、依法办事的意识与能力;推动全面性目标的国家治理,提高国家治理的实际效果。The target of promoting the modernization of China's governance system and governance capability is to perfect and improve the socialist system w ith Chinese characteristics. National governance system means that w ith the leading of CPC,the relationship and structure of political system and other mechanisms,institutions are harmonious and reasonable. National governance capability means the abilities to manage all the public issues by using the governance system. To modernize the national governance system needs to adapt the change of society by improving the mechanisms,institutions,and law s,and the main target is to institutionalize the governance system. To modernize national governance capability needs to strengthen the consciousness of obeying the law s and rules. The CPC and the government should be good at transfer the advantage of the governance system to the efficacy of administration and capacity of CPC.For realizing the modernization of national governance system and national governance capability,some measures should be taken: strengthening the leadership and changing the governance model of CPC,institutionalizing and legalizing the national governance system,unleashing the guiding function of CPC and government,culturing the society's consciousness and ability of accordance w ith the law s,institutions and rules.
