摘　　要：《中国应对气候变化国家方案》明确提出了我国应对气候环境变化实现低碳经济的首个目标,提出了三个具体碳指标。文章对我国目前的经济发展现状进行剖析,指出直接阻碍国家实现这一目标的五个因素,然后针对不同的原因提出破解当前经济发展面临的资源瓶颈和技术瓶颈的应对方法,最后指出为应对未来经济的挑战,我国应该做好总体战略的布局。This paper described the ＂China National Climate Change options＂ to address climate and environmental changes of the three specific objectives, and analyzed the current economic development situation, pointed out that there are five factors that hinder the realization of these goals. For various reasons the author put forward some approaches. At last, it discussed that China should do the layout of the overall strategy for future economic challenges
