长江流域上游纵深开发与源头航运中心建设

摘　　要：根据长江上游和源头水电开发建设新情况,不仅要"做大三个航运中心",而且要建设第四航运中心"长江源头航运中心",依托城市四川省宜宾市。长江源头航运中心位于"三江"汇合地,有建设港口的优越岸线资源和尚未占用的开阔腹地,有大城市可以依托,建设条件基本成熟,建议纳入"依托长江建设中国经济新支撑带指导意见",积极推进多省共享的基础设施建设,做大依托城市宜宾和沿江城市群,重启攀钢二基地建设,强化科研开发,兼顾发电与航运利益,协调中央、部门、地方、央企关系,创新流域经济与政区经济协调发展机制。According to the new situation on hydropower development and construction of the upstream of the Yangtze River, China not only need ＂make bigger the three shipping centers＂, but also need build the fourth shipping center, that is ＂the shipping center of the upstream of the Yangtze River＂, which is based on Yibin City, Sichuan Province. The shipping center of the upstream of the Yangtze River is located the three-river confluent region, where there are superior coastal resources for port construction, wide hinterland that is not yet occupied, and the big cities that can be relied on. The paper proposes to include the construction of the shipping center of the upstream of the Yangtze River in ＂The Guidance for the Construction of New Supportive Region of China＇s Economy Relying on the Yangtze River＂ with its basic construction conditions maturing; to promote actively infrastructure construction shared by many neighboring provinces; to make bigger Yibin city and cities group along the upstream of the Yangtze River; to restart the 2nd base for Panzhihua Steel Plant; to strengthen research and development, and take into account both the interest of power generation and that of shipping; to coordinate the relationship among the central government, the department, the local governments, the central enterprises; to innovate cooperative development mechanisms between the river basin economy and the administrative area economy.
