摘　　要：对于人大常委会行使监督权的实效有待增强问题,有人认为是监督途径不足所致,有人认为是监督途径闲置所致,也有认为是监督途径运行不畅所致。这三种看法都与"监督的目的、监督途径的确立与运行"密切相关。监督途径和监督形式是监督工作中两个密切关联的环节,离开监督途径,监督形式难以有效实现。因此,要让监督的目的得以完全实现,不仅要采取一定监督形式,而且必须借助监督途径。The effectiveness of NPC Standing Committee in exercising the right of supervision needs to be enhanced, some people think that is caused by insufficient supervision way; some people think that is caused by the idle of ways of supervision ; some people think that is caused by running sluggish of ways of supervision. These three ideas relate closely with ＂The purpose of supervision and the establishment and operation of ways of supervision＂. Ways of supervision and supervision form are two closely related link of supervision work. Without the ways of supervision, supervision form is difficult to achieve. Therefore, to make the supervision to be fully realized, not only to take some form of supervision, but also must use the ways of supervision.
