摘  要:为探寻政府人员编制困境的现实出路,亟待有意识地以"路向——路径"为逻辑理路,精细梳理并循序转变既有政府编制定位和编制标准。一直以来,政府编制管理在主观博弈格局下偏向于政府编制的单纯数量规划,且沿袭了编制标准的"官民比"形态,从而直接放任了政府人员结构性冗余现象。对此,政府机构应归位为客观回应理路,在"均衡化"原则下更多偏重为政府编制结构性规划路向,并着力于编制标准由"官民比"向"官官比"标识的拓展,在现实比对与差距补足中达致政府机构人员配置的合理化。In order to seek management outlet of actual dilemma with personnel redundancy in government , It is necessary to take orientations and path as logic frame consciously and meticulously card and gradually transform government staff- ing position and criterion .For a long time, government staffing management deviated into simple quantity plan of staffing scheme under position of subjective game, and followed"ratio official in people" form of staffing criterion , then let phenomenon of staffing structural redundancy alone immediately. So, government ought to recurrence in posi- tion of objective responding, devote its mind to equilibrium management path, deviate into staffing position with em- phasizing structural plan, and concentrate staffing criterion expanding from "ratio official in people" to "ratio official to official", then realize equalizing staffing of government on base of realism contrasting and gap complement.
