摘　　要：为了预防性侵害犯罪案件的发生,西方各国普遍建立了完善的性犯罪人登记制度,但是却对经由"梅根法"构建的社区公告等制度采取谨慎态度,即使在美国该制度也引起了广泛的争议。我国的犯罪记录制度已经开始规划,因此,有必要梳理"梅根法"以及社区公告制度的立法背景、核心内容以及实践效果,并恰当地进行制度评析,综合地进行政策衡量,为将来建立适合于我国的性犯罪记录制度做好知识储备。For the prevention of sexual crime, the western countries mainly establish perfect system of criminal registry, but ex- press caution about the program of community notification which is provided in Megan＇ s Law and has evoked much controversy e- ven in America. In our country the system of criminal records has already been planned, therefore, it＇ s necessary to comb through the legislation background, core contents and practice effects of Megan＇ Law and community notification program, make some appropriate evaluation and analysis, give a comprehensive measurement, and store adequate knowledge, in order that the institution of sexual criminal records in our country will be established in the near future.
