摘　　要：文献资源招标已成为图书馆工作中的一项重要任务,招投标双方如果合作满意则是图书馆的福音。文章分析了招标、投标、评标三方面的因素,同时从出版社的折扣率成因出发,指出了有关图书的成本构成,以及当下一些出版物的乱象,清楚地阐述了此类问题的成因,并对图书招标过程中所面临的问题提出了相应的解决办法。Bidding of literature resources has become an important task of library, and that the both sides of bidding are satisfied with each other will do good to the library. The paper analyzes the three aspects in bidding, including tending, bidding and bidding evaluation, and starting from the discount rates of publishers, points out that the cost structure of books, as well as the chaos of the present publication, clearly illustrates the causes of such problems, and at last, gives some suggestions on how to solve the problems faced by libraries during bidding.
