摘　　要：我国正面临着严重的资源型缺水和污染型缺水 ,唤起全民的节水、护水意识决不是权宜之计 本文从节流、治污、惩污、多渠道开源以及加强和完善水管理体系等方面 。We are facing a long-term serious water resiurces shortage as well as that caused by pollution.Because of this crucial situation,calling on our peopoe to save and protect water is not merely a makeshift.By discussing water saving,pollution regulation and punishment,developing water origins in various ways,enforcing and perfecting the water control system,This paper puts forward several countermeasures to the moderation of the crisis.
