摘　　要：鉴于以渔民为主的社会力量在海上应急清污工作中发挥的作用日益凸显,为进一步壮大海上应急清污队伍使其能够在最短时间内完成溢油清理工作,抑制危害蔓延,降低损失,本文从渔民作为海上应急清污力量的可行性分析入手,结合现实社会中渔民参与海上应急清污工作的成功案例,不仅从五个方面总结提出当前渔民作为海上应急清污力量所面临的困境,还进一步从渔民的利益保障、风险规避及渔民清污队伍的稳定性建设等多个角度探讨解决困境的对策所在。It is the fact that the function which fishermen played in maritime emergency cleaning is becoming more and more important, in order to strengthen the power of maritime emergency cleaning team that we can finish the cleaning work in shortest time, inhibit hazards and reduce loss, this article trys to start from the feasibility analysis of taking fishermen as a power of maritime emergency cleaning, and it combines the successful stories of fishermen who involved in maritime emergency remediation in social reality. It is not only summarizes the difficulties that fishermen currently are facing in taking part in the cleaning working of maritime emergency from five aspects, but also talks about the solutions of solving those problems from multiple angles such as the interests protection and risk aversion of fishermen and the stability of team construction.
